Rahm Emanuel was also not easy to work with. Let’s face it, racism and segregation will take more than one mayor to rectify. The South Side boiled down to the people who were either not able to or not willing to leave for the suburbs in the Second Great Migration of the early 70’s . East St Louis, Shaw in DC all ate the remnants of 260 years of prejudice and underfunded education, poverty and the elderly. I taught this for 32 years to teens that needed to understand why ghettoes exist… and remain even today.
