Strange comment.

By the mid-90s, gangsta rap and novelty pop-rap records ruled the Top 40. Many luminaries like Kool Moe Dee have long voiced suspicions of a coordinated effort by labels and media outlets to quelch conscious hip-hop and elevate gangsta rap as the lesser — or at least more manageable — of two evils.

Strange comment. Gangsta rap as more manageable? As in safer…I thought the gangsta element was the far more threatening…thoughts?
